Why do passport photos need a white background?

Plain white or off-white backgrounds give the biometric scanning software a clean contrast against the face, which lets the issuing authority verify face geometry against the database. Patterns, gradients, or strong color cast confuse the segmentation algorithms and reduce the accuracy of the facial recognition match. The ICAO 9303 standard that most countries follow specifies a uniform light background for that reason.

Which countries do NOT use a white passport photo background?

Finland uses light grey for the printed Finnish passport; the digital upload allows either grey or white. Indonesia uses red for citizen passport photos (white is required for foreign visa applicants). The UK accepts cream or light grey. Italy accepts light grey for visa photos but requires white for passports. Germany accepts light grey. Schengen Annex 11 allows either light grey or white across all 27 member states. For most countries outside this list, the requirement is plain white.

Why White?

The white background requirement comes from biometric facial recognition systems used at border control. Automated systems compare your face against your passport photo. A plain, high-contrast background makes it easier for both humans and algorithms to isolate and analyze your facial features.

A patterned, colored, or shadowed background can interfere with face detection, create false matches, or simply cause your application to be rejected at the initial review stage.

The Red Background Exception: Indonesia

Indonesia is a well-known exception - passport and ID photos officially require a red background. This is a deliberate national standard, not a mistake. If you submit a white-background photo for an Indonesian passport or KTP (national ID), it will be rejected.

What Counts as "White Enough"?

Pure white (#ffffff) is always safe. Off-white and very light grey are generally acceptable for most countries. Avoid:

Any shadows on the background
Patterns, textures, or gradients
Backgrounds that match your clothing or skin tone
Any color other than white/light grey (except Indonesia)
